# A cookie banner with the right rules for every region

A cookie consent banner where rejecting is as easy as accepting, with ready-made rules for the EU, the UK, Switzerland, US states, Quebec and Brazil.

## What a cookie banner has to do

Under the GDPR and the ePrivacy Directive, a website may store or read non-essential cookies only after the visitor agrees. Regulators look at how the choice is offered: a banner that hides the "Reject" option, ticks boxes in advance or loads trackers before anyone clicks does not give a valid choice. Other laws ask for something different: most US state laws want an easy way to opt out of the sale or sharing of data, and some places only need a clear notice.

## Reject as easy as Accept

- The first layer has **Accept all** and **Reject all** buttons of equal weight.
- Visitors can choose per category: preferences, analytics and marketing.
- Nothing is pre-ticked; strictly necessary cookies are always on and say so.
- A **"Cookie settings"** link lets visitors change their mind at any time, as the GDPR requires withdrawing consent to be as easy as giving it.

## The right rule for each visitor

Consentl looks up the visitor's country (in memory, without storing it) and applies your rule for that region. Ready-made rules come with every plan:

| Region | Default model |
| --- | --- |
| EU/EEA, UK, Switzerland | Opt-in: nothing non-essential runs before consent |
| Quebec | Opt-in for tracking technology |
| Brazil | Opt-in |
| Turkey, South Africa, Thailand, Vietnam, China, South Korea, Indonesia, Saudi Arabia | Opt-in |
| US states with privacy laws | Opt-out, with Global Privacy Control honoured |
| Canada outside Quebec, Japan | Notice |

The Business plan lets you set your own consent model per law.

## Design, languages and accessibility

Design the banner with a live preview: position, colours, button style and texts. Ready-made texts exist in 34 languages, including all 24 official EU languages, and the banner follows the language of the page. Pro and higher let you edit the texts in every language. With the built-in themes the banner is designed to meet WCAG 2.2 AA: it works with the keyboard and screen readers and has a visible focus.

## Set it up in four steps

1. Create a free account and add your site.
2. Install the plugin for your platform, or paste the loader script first in your site's `<head>`.
3. Pick your regions, design the banner and check the cookies the scanner found.
4. Publish. Visitors see the banner their region expects.

## FAQ

### Is the cookie banner free?

Yes. The Free plan includes the banner, the ready-made rules for every region, Google Consent Mode v2, the consent log and the cookie scanner. Paid plans add features such as text editing and automatic tracker blocking.

### Does a banner on its own stop trackers?

No. A banner records the choice, but tags only wait if they are held back. Consentl holds back the tags you mark on every plan, and the Business plan adds automatic blocking of known trackers.

### Will the banner make my site compliant?

No tool can do that on its own. Consentl gives you a fair banner, rules per region and proof of consent; whether your site complies also depends on your settings and on everything else your site does.
